Is that thing a water feature? It certainly doesn't look good! It looks like the base of some art piece that's unfinished. It does nothing for the public space.

I thought it was to be both a tree-like sculpture and have water cascading down it/through it?

I thought they abandoned the originally designed water feature, no? Water features are expensive to maintain.

The original idea was to have a water wall. What was eventually decided upon was a sculpture, but it was also supposed to have a water feature incorporated into it.

I'm surprised its not leased already. It makes a great restaurant due to its location and with the outdoor space.

There is water in the base of the tree sculpture. Not sure if it's supposed to be up-lit at night yet, but I haven't seen that if it is supposed to be. The dancing shadows would be cool.

In any case, there's been no announcement that the art is complete yet, and that is normally the case when that's been achieved.

To be fair, they seem to have went through the right procedures - the city on the other hand seem to be the ones whose left hand didn't talk to the right.
