Simons is pretty transparent about their store openings, they would have announced a new store like this in a particular fashion rather than just putting up a banner. Simons has been looking to open a downtown Toronto store since at least 2015 with original plans for the Eaton Centre being stalled. I wouldn't be surprised if something had indeed changed here to give them a downtown footprint.
