Correct, they are two storeys above the heritage facade. The lower two floors of the heritage building are level 1 and level 1 mezzanine on the architectural drawings for The One. They will be pouring the floor for level 5 (the red line below).In this picture from the database, there are 3 floors above the heritage facade. 2 of the 3 floors are now up. Also, as far as I can see from the actual construction, the first 3 floors of the south podium align with the 3 floors of the heritage facade (relatively low ceiling heights).

So there are 3 floors behind the heritage facade, but the first 2 are both called Level 1. From Yonge St the second Level 1 doesn't look like a mezzanine either - you can see a floor slab, although it's hard to tell how deep it is (if it doesn't go all the way to the back of the building, it could be a mezzanine). Meanwhile, mechanical floors between each set of hangers in the tower will be counted as actual floors. The mezzanine level only covers about a third or half of the podium area, so no, doesn't go all the way to the back. Looks like it's just above the ramps to the underground parking levels and mostly used as garbage rooms.
