I'm panicking...new building permit applications submitted on Friday for a...3 storey commercial building! Someone please tell me another application will follow for the condo building itself. I do not understand why they need to be split.

Technically, 4 levels of parking in such a tiny site provide for very little parking.

Edit: only 314 parking spaces are proposed for this building. If they were planning on using double stacked systems, and are not planning on using them now, then it's half that number.

The site specific bylaw still doesn't seem to have come into full effect so they can't apply for their full permit yet - but the by-law draft from 2016 requires 312 spaces to be constructed on site.. albeit the wording of it is very peculiar. It states that 312 public parking spaces are to be provided, of which any amount can be used for either resident, visitor, or public parking. I imagine it was written this way as it will be valet, so actually sectioning off specific spots for residential / visitor doesn't matter as much.

Here's Sam Mizrahi's answer to your concerns:

Yes, It's progressive building permits, in phased stages, as we have done over the past 3 years, in order for finalization of the Site Plan Application and Section 37 Agreements being finalized with the City currently for this October, after our approval at the OMB last year. Yes, they need to be split and yes, the final application is forthcoming in late September October with final SPA. ​

So, no panic!
