I walked by this morning, and there was a dumpster and someone working on the lot to clear the shrubbery. It's shocking to see anything happen here after so many years.

Probably just a clean up they do every 4 or 5 years to prevent excessive overgrowing of shrubs there. This is nowhere near ready to begin anything.
