The concrete is formed for the mechanical penthouse, and it is flush with the western façade. What you're seeing here is just the steel part being assembled, starting from east to west. They are only part way across.
 
Views are secondary lifestyle is more important there are a lot of people living in New York without a view plus it costs a lot more per Sq ft.
 
First full length of balcony glass is now installed on the east side of the south tower. I'll get some pics some time soon.

I wasn't a fan of the grey panels on this building at first, but with the balcony glass going up, I kind of like it now. It makes the building so much more solid looking compared to your typical glass skyscraper which comes across as more light and transparent. This will definitely stand out amongst the all glass buildings despite being mostly glass itself.
