Nope. The second tower will sit where the sales centre is now.

Pretty sure he's right, excavation for both. As per the render from the dataBase:

That render shows a Phase II tower which meets Duncan directly. The podium element along Nelson appears to be included in this phase but the tower is definitely not. Take another look at the dimensions of the hole in any of the recent construction pics to see what I mean.
