Why did they block up the windows next door if it not butted right up to the building? Pretty sure houses are that close to each other and don't require their windows to be blocked up.. I know they were in our old neighbourhood growing up..

That is a great question. There's enough space there that some light could definitely still get into the adjacent building. Odd.

This is a better example of how prefab can be used to build cheaper housing quickly. Other examples have failed to provide the speed that was the entire point of prefab construction.
