The GDSASP doesn't apply to these lands - only the Tall Building Guidelines and draft TOcore Guidelines, which protect until 4pm.

The GDSASP is still under appeal I believe as well.

It should be noted that Official Plan Amendment No. 82 (Garden District Site and Area Specific Policy 461), which was adopted by Council on April 2, 2015 but was subsequently appealed to the Ontario Municipal Board and is therefore not yet in force, provides that no new net shadows are permitted on Moss Park as measured on March 21 to September 21 from 10:00 a.m. until 6:00 p.m. (Policy 3.7). In this regard, although the proposed development would result in incremental shadows on Moss Park between 5:18 p.m. and 6:00 p.m., OPA 82 is not in force. In any event, it is our opinion that SASP 461 would not apply to the subject proposal as the subject site is not located within the boundaries of SASP 461 (which applies generally to the lands located east of Jarvis Street). Moreover, the proposed shadowing standard for Moss Park in OPA 82 is not consistent with either the applicable guideline in the Downtown Tall Building Guidelines or the recommended standard in the Proposed Downtown Plan (i.e. until 4:18 p.m.).
 
Roy Varacalli came to Toronto as a Bazis partner and designed Bazis' projects including: original 1 Bloor East (pictured above in ProjectEnd's post - development application (DA): Sept 18, 2007,... yes, I'm forgetting CrystalBlu (DA: Feb 26, 2006) because its truly forgettable & regrettable!), EmeraldPark (DA: Jul 7, 2008), Exhibit (DA: Feb 20, 2009), e-condo (DA: Dec 14, 2011), 1 Yorkville (DA: Oct 4, 2013),.... those are all Roy Varacalli designs for Bazis. The thing that distinguished Bazis from other developers was their unique architectural designs,.... by Roy Varacalli. Bazis' execution and project management was generally below industry standards.

Then in the middle of condo boom, Bazis stop condo development and focuses on townhouse projects?!?!? Roy Varacalli designed Bazis original Estate On Bayview (DA: Dec 21, 2015 which was up-zoned & sold off to RUP to be re-designed by Giovanni A Tassone Architect Inc) and original Oasis of Lawrence (DA: Sept 15, 2016 withdrawn a month later and then resubmitted smaller re-designed by Suriano Architectural Design). Both of Roy Varacalli's townhouse design for Bazis will not see the light of day.

Bazis' focus recently (townhouses, 11 Yorkville & here(?),...seems to be land assembly, development application, up-zoning, sell off VS actual design and execution) seems different than what Roy Varacalli as an architect wants to do. While Roy Varacalli is still 1 of 3 Bazis partners, it seems the last Roy Varacalli design for Bazis that we'll see is 1 Yorkville (DA submitted: Oct 4, 2013) which is under construction now and should have occupancy in about 1.5 years.

What exactly is you're point other than revealing yourself as a probable stalker? There's nothing mischievous about assembling properties and selling them for profit.
 
The recent front page story and database file have been republished with rental being replaced with condo: the documents originally posted to the City's website for the development application have been updated, now stating that the building will be a condo. That, of course, fits with Bazis' other developments so far.

Over development according to report.
I hope that this doesn’t get cut. I’d rather it get trimmed. Some height here would be aesthetically appealing and would pull the core east a little. I really really don’t want this part of the city to all have the same height like the entertainment district.

"All the same height" looks nice if it's midrise, not if it's 160m. That's the difference between St. Lawrence/Old Toronto and the Entertainment District.

The City will be holding a Community Consultation meeting where you can learn more about this application ask questions and share your comments.

60-64 Queen Street East is an application for a zoning by-law amendment for a 54-storey residential tower which would contain 364 dwelling units with a total gross floor area of 26,978 m2. You can read the preliminary report on the application by clicking here.

139-149 Church is a proposed application for a zoning by-law amendment for a 49-storey residential tower which would contain 34 dwelling units with a total gross floor area of 28,805 m2. A formal application has not yet been submitted, but is expected in June 2018.
