Could be, that said I do not recall ever seeing in Toronto a tower crane installing a climbing frame after the fact without a significant dismantling of crane. It begs the question why wasn't the climbing frame installed when this tower crane was first erected just months ago?
It certainly happens all the time it's really up to the developer themselves. In Kitchener at least Charlie West, 100 Vic Tower 2, and Garment St all had the climbing frame installed once it was required, they were all installed without requiring the dismantling of the crane. Drewlo Tower 2 will need a climbing frame and doesn't have one yet. The only tower crane in recent memory in Kitchener that had a climbing frame installed from the start is 900 King St W.
