It will remain as such until the block to the south redevelops, I believe. Ultimately Pinnacle can only build the road on the part of it that they own. 180 Queens Quay needs to be the one to provide the dedication to actually widen Sherbourne:

Even though they don’t have full acceptance of their design, I suppose digging this hole is still permissible?

Someone is paying for a large excavation so construction will happen but I would not call 'excavation' "construction" myself. People around here tend to be over exuberant!

Although it’s the same few equipment for months now moving dirt around so not sure how much of construction this really is.

Of course it's the same machines that are digging for the foundation, the dirt has to be taken out for foundations to start.
