Parkdale Activity-Recreation Centre (PARC) is advancing a redevelopment plan for the 1497-1501 Queen Street West site in Parkdale.​

Proposed Phase 1:​

1499 Queen Street West​

Phase 1 focuses on the redevelopment of 1499 Queen Street West, while retaining key elements of the heritage streetscape.
The proposal includes:
  • Preserving the heritage north façade of 1499 Queen while removing the remainder of the existing structure.
  • Demolishing 91 Beaty Avenue (PARC owned) to create a new access drive and loading area.
  • Upgrading the centre portion of the public laneway to meet City requirements for safe truck turning.
  • Constructing a new 10-storey building, with lower floors aligned to the preserved heritage façade.
  • Designing exit stairs and circulation to support future interconnection with 1501 Queen for Phase 2.

When complete, 1499 Queen will include:
7 floors of new residential units (70 units total)
3 floors of community space and administrative offices
A fully modernized, accessible building that remains rooted in the heritage character of Queen Street West.

Proposed Phase 2:​

1501 Queen Street West​

Phase 2 proposes the redevelopment of 1501 Queen Street West, designed to complement Phase 1 and create a connected campus.
The proposal includes:
  • Retaining the heritage north and west façades of 1501 Queen and removing the remaining structure.
  • Constructing a new 7-storey building, with lower floors aligned to the preserved façades.
  • Designing interconnected corridors that link 1501 Queen with the new building at 1499 Queen.

Official Plan and Zoning By-law Amendments have been fomally submitted to the City of Toronto and can be accessed here:

Public consultation is scheduled to occur in Spring 2026.

1497-1501 Queen Street West & 89-91 Beaty Avenue


An Official Plan and Zoning By-law Amendment application has been submitted to permit a 10 storey mixed use building consisting of 141 affordable rental housing units, including rental replacement units. The application proposes 8,341 square metres of residential gross floor area and 2,036 square metres of non-residential space. The existing historic building façades of 1497 and 1501 Queen Street West will be retained.

A related Rental Housing Demolition and Conversion application will be reviewed concurrently with the Official Plan and Zoning By-law Amendment Application to permit the demolition and replacement of rental dwelling units.
