It's litterally just easements like they do with transit so they can build more efficiently.
Just because you are against the project, doesn't mean you are free to spread misinformation

Speculation is not misinformation though. It's an analysis of what is happening and could happen no matter how far off the mark it turns out to be. Perhaps you could tell us why you think it's off the mark instead.
