Consolidating courthouses was a well-intentioned government policy intended to spur new development and growth in downtown/urban growth centres (as spelled out in the Growth Plan). Durham Consolidated Courthouse in downtown Oshawa is a good example built to replace older, inefficient, over-capacity facilities in the area. Growth around that courthouse has been slow but is now finally starting to happen. Same idea for the new Toronto Courthouse - replace older facilities in Old City Hall, College Park, etc. as well as those outside the core for greater 'efficiencies', better access to transit, etc. and less a catalyst for growth as downtown Toronto doesn't need).

There have been a few others - Waterloo, Thunder Bay (and the on again/off again Halton Region Courthouse).

I assume most of the trades are on strike.
I think we should just let on that some alien invasion happened where all the workers where all vaporized overnight. And management is having a difficult time replacing them in short order... 😼
