I noticed the same thing. There's a lot of bureaucracy in Toronto and the culture is quite conservative relative to other places. Lets not forget that Toronto is a place that spent a crap load of money and 2 years to get a dozen food trucks on the street. Locals think it's normal but things happen at a glacial pace here.
It’s not that things in toronto move slower.. trust me, they don’t. It’s that mississauga’s process isn’t as public so we don’t even hear about projects until they are well into the process of approvals.
I would argue they do move faster, and it's mainly a result of the process not being as public - like you mention.
The lack of media in Mississauga means a project can sail through the planning process with very little push back from residents. It means avoiding the OMB and avoiding redesigns to satisfy community groups. By time community groups find out about a project, it's often too late to do anything about them as they've already been approved. It also helps that Mississauga's planning department isn't backlogged with projects, meaning developers can get timely approvals. In Toronto, quite a few projects go to the OMB simply because the city hasn't provided timely feedback.
The LRT was another example of something moving along without issue - while in Toronto, the idea of LRT became politicized. The media hasn't helped by giving a platform to those who want to use it as a political game.
