(As we know, Hydro is NEVER good with coordinating with others!)

Well, most of the times the Hydro construction crew shows up soon after everything is done and they tear apart the new sidewalk or cut the newly applied asphalt.
 
The location posted had me lost and its is the south-west corner. I just fix and uploaded a good chunk of the photos from July 05 and we can see what being talk about as well the new location of the vault.

We can also see work taking place at the Harbour Residence that has an effect on Harbour St. I see they have removed all the curb paver's between York and Bay

A lot of potential. Perhaps a preview of when the Gardiner East is converted to a "Grand Boulevard"?

The question at hand, what will happen when the northbound left turning lane becomes a westbound as proposed, especially at York St??

Does that mean there is no left hand turning lane at York and if so great?? Unless left hand turning is ban at York, traffic will be backup by drivers trying to make that turn.

Why not built the westbound lane now and be done with it regardless its missing between Bay and Yonge until it gets rebuilt??

By doing this now, you are only doing everything once that is going to save time and money as well not confused drivers if the change take place later than sooner.
 
I should note once Harbour becomes two way, drivers will be shitting their pants when they see westbound traffic coming at them in that northbound lane since they have been using it since day one. The westbound drivers will wondering why is there a car coming at them in their lane.

Oh, the fun not having to drive in Toronto these days.

An accident happened at the entrance of the ramp. Not entirely clear if they crushed into the barrier or just pulled over after an accident somewhere else.

It could be that someone has been depending on the GPS -Navigation more than their own eyes
