Huh, they are building them onsite as opposed to lifting in completed units. If someone who knows about window construction is reading this, can you please explain why it is being done that way here? Does one not want factory conditions to put together gas-sealed double-pane pairs heat transmission purposes?

Don't think it's a big deal. Gas-sealed double-pane pairs inserted into stick window frames is as common as unitized window wall panels.
