So one additional thought on this before I let others comment, during a meeting a week or two ago, Councillor Kreotsch focused in on the fact that a settlement can be reached before an OLT hearing. From my recollection he noted that they were close to a settlement, so this he as ring delay may just be to avoid the OLT and it's costs and give them a couple extra months to negotiate. It may not be pushed until February 2025 thankfully, that would just be the cutoff for any settlement negotiations.
 
So, this delay really wasn't about CN after all, unless CN was asking for so much dampening measures they needed to up the density significantly to pay for it, and then some
 
Definitely an improvement! Lost the north/south mid-block street but it's not a very wide block anyway. The "save our park" crowd should be happy.

@Paclo looks like we can change the thread title to reflect Kirkor as the architect of record for the site as a whole, in addition to revising the height to 20 storeys.
