Whoever gave you this info is using an outdated version of the RFP. Unfortunately, it's still not closed. Practically all the P3 RER projects (aside from Rutherford) have been pushed to 2019. Waiting on the Doug Ford seal of approval.

I called pre Nov 15th (there is a big post on it back a few pages). Thanks for the update.

Update: Davenport Diamond Grade Separation Enabling Works: February - March

TARGETED TREE REMOVAL
As an update to our community notice on January 30, Metrolinx will be removing and/or pruning trees and shrubs on our property within the Barrie GO rail corridor between Bloor Street West and Davenport Road. Work will be done on both the east and the west sides of the corridor, and all of the vegetation to be removed is considered small (no more than 10 cm in diameter). All vegetation removed will be chipped and mulched in the rail corridor.

Work will be done in phases, starting February 13 and ending in mid-March. Work hours will be limited to 8:00am-4:00pm, Monday to Friday. Please note that work could be rescheduled due to weather conditions.

This work will enable construction on the Davenport Diamond Overpass, which is scheduled to begin later this year. We will be replanting trees and vegetation once the Overpass is completed in 2023.

VEGETATION/TREE REMOVAL COMPENSATION
Metrolinx will be removing vegetation/trees that are in the way of building new transit infrastructure to move people better, faster and easier within the City of Toronto and the region. Only trees/vegetation that are in direct conflict will be removed. We will compensate for vegetation/trees removed from Metrolinx property. A comprehensive compensation framework is still being finalized. We will be sharing shortly so that everyone knows what our commitment is to deal with vegetation/trees that are removed from Metrolinx property. The framework builds upon work done with local conservation authorities and local municipalities.

WHAT DOES THIS MEAN FOR YOU
You can expect moderate noise associated with removing trees and shrubs. If any lights are required to complete this work safely, they will be pointed away from households so that you’re not disturbed. We apologize in advance for any inconvenience, and we’ll make every effort to minimize disruption as much as possible.​

TORONTO - The request for proposals stage has closed for teams to submit their bids to design, build and finance the Davenport Diamond Rail Grade Separation project.
Following a fair, open and transparent request for qualifications process, three teams - Davenport Construction Partners, Graham Commuter Rail Solution and Steelhead - were shortlisted and invited to respond to a request for proposals in February 2018. All three teams have submitted their proposals by today's deadline.
Over the next few months, submissions will be evaluated and a successful proponent is expected to be announced in spring 2019. A fairness monitor is observing the procurement process.

Great to see some movement on this. Besides being a railway bridge, it's gonna make a great park.
 
They have clear cut all the trees in the area along the Barrie rail corridor and are currently marking utilities.
