The name - Diverso Energy - indicates the equipment would be for installation of a geothermal heating system for the planned development. While the overall geothermal system will need to be included within the scope of an appropriate building permit for the site. I am not sure of the building permit requirements - if any - of the drilling phase of the geothermal portion of the overall project, or whether the permit would just be required for the mechanical components contained within the building structure itself, but nothing geothermal related appears to be mentioned in the summary descriptions of the project's building permit applications on the City's applications web site at this time.

The permit for the GEO is a Mechanical permit and is an older one from 2023:
