I Love the golden spandrel trim look of the Civic Center. It makes it stand out amongst the other buildings making it a focal point in the area.

That TPA capital vs. revenue differential of $55M contributed the majority of the net cashflow loss (even the increased capital cost of the new building is compensated for by the lower operating cost). They did the same at St. Lawrence North as well.

What is the explanation for that new $55mm?

New parking construction cost (73M) - expected revenue over 30 years (18M). Notice there is 0M for operating cost, which is a little weird. Also note footnote 2:

Parking Count: 132 spaces in the Status Quo Option; 431 spaces in the New ECC Option

More than 3x the parking - in an area that's supposed to be transit accessible.

Interesting detail: The city wants to make a deal with the TDSB to bring their local offices in here. Then the entire old ECC, and the adjacent TDSB building, get sold for redevelopment. Presumably demolished.

There has been some stories floating around stating that there are community groups who want to keep and use the existing Etobicoke City Centre building for a local community health centre for Etobicoke Centre. There is a dearth of local health facilities in the area, and the idea is to re-purpose the facility along the lines of a LAMP style facility in South Etobicoke, or a Rexdale Community Health Centre in North Etobicoke.

Whether the city actually realizes the need for this type of service is a whole other matter. I wouldnt be surprised if they just sold off the site for a quick buck without even considering whatelse can be done with the site. Especially with bozo the clown, masquerading as city counsillor, Stephen Holyday lurking in the background here.

The existing facility should be heritage - but it's falling apart and needs a ton of work. At least the civic centre does, not sure on the condition of the TDSB building. There is a reason that the city is moving it's offices here.

The public realm of the complex is also genuinely terrible and needs a ton of work. Luckily the heritage buildings only take up a small portion of the site and most of it is actually parking. If the city is smart they should be able to allow a developer to put up condos on all the lots while retaining the heritage elements.
