Just folks standing on top a big stick in the sky. Looking at this yesterday made my toes curl. Could not imagine being up so high, never mind so readily exposed to the elements.

Basically because it's quite a large site, and that when you get one stage completed in one area and move onto the next, you open up the first area for another crew to move in and advance another stage of the project in that first spot.
