Does anyone know why they seem to coat all the steel in what looks like concrete after they are done each floor? Does this make it more stable or just overall stronger?
 
Intumescent / fire retardant spray. Steel is very weak when exposed to heat (spaghetti), so it's required by code to have it protected.

there is a good view of BAC east next to its older brother in the levi's store at the bay... the glass between the two is noticeably different.... BAC East being the nicer IMO

Perhaps BAC West's cladding is just weathered? The building is 5 years old after all.
 
I think the silver horizontal band on BA East is more pronounced than the one on BA West. It looks like a deeper extrusion, so it gives a much stronger line
 
that was scrapped ages ago. the corners were only in the preliminary design circa 2009 from my understanding. when they got a tenant and went into detailed design they were removed.
