That's. a VERY Canadian response. We're forever searching for reasons NOT to do something. Despite the attempt to explain it away we do build quality public realm. So does even colder and snowier Montreal. If snow was an issue we wouldn't do it at all.Perth is not a place where they have to shovel sidewalks annually either...
And there are other options too. Oslo did a cost-benefit analysis and concluded that it was CHEAPER to heat sidewalks than pay for salting, continually replace pavement, and have people in hospital due to slips/falls. ALL of downtown Oslo pavement is now heated and it's already paid itself. We should stop making excuses for ourselves, find solutions/ways to do better. The view that we do everything right and have have little to learn from other places needs to stop.
