One is always grateful for @Paclo 's contributions........but that proposal is just garbage.
The tower itself, while genric and uninspired I could live with........but the sheer amount of at-grade space devoted to parking /driving is terrible.

Parking and drive-lanes on 3 out of 4 sides. Yuck!
