Hopefully this project gets the green light because this building is in desperate need of repair (speaking as a resident)! I imagine that many of the mid-century apartments in the city don't have AC, but the inside of this building regularly gets warmer than 27 degrees in the summer, and it's freezing in the winter due to poor quality windows.

I would think that if the property manager wants to add two stories and townhouses, they'll be forced to upgrade the existing units, so this new project would be a welcome solace for current residents.

From the latest cover letter:
This revised application proposes a 311.7 sq m (3,570 sq ft) extension and partial renovation of the existing building’s ground floor. The ground floor extension will facilitate the enlargement of existing residential rental dwelling units, the development of three additional residential rental dwelling units as well as enhancements and renovations to existing amenity space.
