Future redevelopment of the shopping plaza at the SE corner of Kingston Road & Rougemount Drive in Pickering. The anticipated plans call for a mixed-use site including two residential towers to be built.



The Toronto-based company acquired a 2.2-acre site at 375 Kingston Rd. occupied by a 27,500-square-foot retail plaza for $16 million from Pickering Square Inc. in a private transaction fully funded by Decade Capital. Current tenants include a butcher shop, an organic grocer, a doctors’ office, a dental clinic and a physiotherapy clinic.

“It’s a gateway site, as identified by the City of Pickering, and it’s also part of the Kingston Road intensification plan that the City of Pickering has put in place that will shape its new official plan,” RENX was told by Siskind during an interview with Decade Capital’s co-founders.

“We’re acquiring the plaza with tenants in place. Eventually the plan is to redevelop it into a mixed-use site including two residential towers.”

Decade Capital is in the initial stages of planning for the site and will submit a rezoning application to the city this fall. Siskind said it’s too early to release many details, but the plan is to have retail at grade with two condominium towers rising above which will offer views of Lake Ontario and the Rouge Valley.

Siskind said Decade Capital’s development, which it plans to build on its own without partners, will provide affordability for buyers and easy access to Highway 401, the Greater Toronto Area (GTA) and natural areas for recreation.

They are still designing the BRT and of course the real estate marketers are pushing it as an LRT in the immediate future... yea, maybe in another generation!

IMPORTANT UPDATE: PROPOSED MIX USE DEVELOPMENT 375-409 KINGSTON ROAD:

BACKGROUND;
Some time ago this applicant submitted an application for 2 towers mixed use at the corner of Rougemount and Kingston Road. An expanded notification was sent out and a Public Information Meeting was held at the Chestnut Hill Recreation Centre. Over 400 attendees from several communities attended and voiced concerns about traffic, density and impact on abutting neighbourhoods. Since that meeting the Applicant rescinded this application and completed a land assembly extending East to Evelyn and has now prepared a new application incorporating these properties.

NEW PROPOSED APPLICATION:
Having met with City of Pickering Planning Staff, I reviewed the new application, here are some of what is being proposed.
-4 Highrise Towers, 2 in the present location of the Rougemount Plaza
-Proposed Heights 34 and 33 Floors (Higher than previous application) in Phase 2. -Phase 1 are 2 Towers proposed
-Heights 32 and 31 Floors .

The applicant is proposing mix use Offices and Commercial Retail on the lower floors of the buildings with the current retail tenants having first right of refusal to move prior to demolition of the current plaza.

*The attached photos provides a visual of what’s being proposed

POTENTIAL IMPACTS:
This new application “does not “address the concerns raised by the community. With no westbound exit from this development site, all vehicles will use a private road exiting onto Rougemount creating further traffic congestion at this intersection. Also any traffic westbound on Kingston Road can only access the site turning left onto Rougemount also creating traffic congestion.

COMMUNITY NOTIFICATION:
This is NOT a City of Pickering Application, the Planning Act enables any landowner to submit an application.
I have requested that given the limited geographic area that would normally receive a notification that it be expanded to all residents in the South Rosebank Community and all residents residing in the Rougemount Drive North Community.
Once a date has been set and a confirmed location those areas will receive a direct mail notification in addition to registered Community Associations. In addition I will be posted this information to ensure all Residents are aware of when this important Information Meeting will be held. It is anticipated it will be some time late January early February. PLEASE WATCH FOR UP DATES

I tried looking up what the DSBRT would do to this intersection to see what was planned... Then looked back at the hilarity at the top of this page (re: LRT).

Unfortunately, Metrolinx has killed (as is tradition to rewrite history) the https://www.dsbrtmap.ca/ website to see the detailed maps....

Anywho, as a regular to this plaza, today it generally takes the same amount of time going east to get on 401 west versus Kingston to Port union&401 and points beyond... Further, I believe there is ample room to make Rougemount wider at the intersections of this proposed exit.
