Thanks for your insights, particularly re: listening to PE and the soil remediation permit. I just couldn't believe that it might be years out after witnessing the break-ground photo op with my own eyes... But I am truly a young newbie here

I'm happy to eat some crow here. State is a very difficult operator to gauge because they're rich enough to do things on their own time and their own dime. If they feel that a rental project on a side street in a submarket which is currently at maybe $3.75/ft and will only see rate compression in the coming years is a good investment, who am I to say they're wrong...?
 
So, they have equipment on site, an imminent construction letter has been sent to the neighbors, but yet we're years away still? Who is pulling the wool over whose eyes?

Soil remediation is still construction.

Its possible they have bigger plans here, but they don't have the permits for them, yet.
 
Someone in the neighborhood reported they hit water while digging early last week. This might be related to the known hydrologic issues on this property and the property across the street. I'm not sure they can get the four levels of parking they have proposed without displacing water. This is likely the reason the build is delayed.
