Its just a placeholder 2 story or so retail building (and with an emphasis on the rendering not being final).

The City of Toronto had the right & means to force the owner to uphold building standards; they did not.

The City of Toronto has no right & hopefully no means to steal private property because, in this case, they screwed-up.
