On Stephen Velasco’s 3D visualizing website, this building marked as approved, does it mean the city gave permission to build this? And is that even true?

yes, the city approved it a few years ago. It's waiting for a tenant to proceed, which I think is rather unlikely in the current office market.
There is still an open SPA file with the city here, but with no movement since 2021.
