If I had to guess, it could be due to lack of resources from the property owner to complete this on a consistent and timely manner. Which is a shame because I like the general scale and massing of this, and would like to see buildings like this replicated all along streets like Bathurst. There's also a few similarly troubled properties on Bloor between Christie and Dovercourt that I can think of, that also have issues with either completion or starting work.
