Really? I've seen it in the GTA many times since I've lived here in 1995.
Wikipedia says that thundersnow is rare. I lived further north for years; we only had thundersnow a couple of times. http://en.wikipedia.org/wiki/Thundersnow It's probably more common in Toronto because of lake effect.
