strange graffiti

i've noticed this on a bridge since i was a kid. one day i stoped to read it and take a pic. i did my best to try and make out the text. it's quite strange. it looks like it was stenciled and spray painted. i wonder what the motive was behind it/ who did it?

satan is vile

carbon monoxide gas kills. it can't

sin, you are satans accomplice.
satan is exceedingly strong, heavily
tame, murderous, and he craves to
own you. warning -satan will try to
make you doubt this in one or more
different ways. please take care

i wonder how old it is? wondering if it serves some function like a gargoyle?

since it was done with a stencil, i wonder how many more of these prints are around toronto?
