Real Estate Agent for Pre-Construction?

From my experience, in a hot market like Toronto, very often you NEED an agent (who themselves have access to a project) to be able to access pre-construction units in the early rounds...As a walk-in client, I've been turned away from the launch of multiple projects (project launching at a sales office), since I did not have an agent with me. I had never seen this kind of thing before in Montreal.
 
I did a little research about real estate agent. Here is what I found, "If you're purchasing a luxury condominium you want to hire an agent familiar with that market. If you're buying a ten-unit, multi-family apartment building, you'll need someone with experience in that market. Unfortunately, sometimes I see investors hiring agents who are not familiar with the neighborhood or type of property that they're selling."
