Death Committees. That must be it. Actually, on second thought, those 4 big exhausts may be for 4 Emergency Generators instead of incinerators.

Might not be the right thread for this, but I was looking through some renderings and I noticed this building in one of them. Pretty much all the other buildings in the picture seem to be correct or at least proposed, but I cant find anything about this one. Is it just an attempt to fill in the background, or is it actually happening?
