It is strange - perhaps it has something to do with the south facade of College Park facing on to the park right of way. Perhaps the sign will be below grade (basement shopping concourse exit way) but being on the public "right of way space" linking the two buildings - needs a permit.
The glass covering is down on the 777 Bay store. Nice sized store and has stock on the shelves already. Woohoo!

Looks like just over a week or two away! I for one am ecstatic I don't have to go outside to get my booze. Took these today with a crappy cell camera. (LCBO @ College Park)

Here in Hamilton the lone downtown LCBO at Jackson Square is moving to a larger space in the mall. There have been a number of condo and hotel developments a stone's throw from the location so I imagine they are anticipating higher demand.
I have a suspicion it's because the building has imposed that term on the store. The Atrium store is an absolute madhouse Saturday nights, especially as it gets near closing time. After 8pm there are often 30-40 people just in line to check out, beyond the dozens more milling about inside the store. They keep a large number of staff security inside, and there is also 5 or 6 Atrium building security waiting outside the main doors. Many times I've seen people caught and held for arrest for shoplifting or fighting in that store.
Perhaps 777 Bay doesn't want to deal with that mess.
