Agreed. The Princes' Gates show 1927, so it's definitely after that. Here's Yonge St. in 1930, and the cars shown more resemble those we'd see in 1920s Toronto.

Whereas this is 1920s Toronto, note the horses and Ford Model Ts.

No Dominion Public Building yet though, which was built between 1929-1935 so my guess would be 1927-28 for this video.
