Actually if you look at guide books Montreal and Toronto are packaged together as tourist destinations. Canada is too big to see as a whole but carves naturally into regional blocks. Niagra falls, Toronto, Ottawa, Montreal and Quebec city make a perfect two week central Canada overview trip. Come to think of it that's a falls to falls road trip.
