Forming a Residents Association

Hi,

How does one form a local residents or taxpayers association/group in a neighbourhood? Is there an official process, does it have to be registered as a non-profit organization?

I don't know the details, and they may vary from municipality to municipality. I do know, however, that for a ratepayer's group to be able to appeal matters to the OMB or to have party status in an OMB hearing, it must be incorporated.
