Why is this necessary, why did they not make a MTSA around this station?

An MTSA is just a layer of policy. An MZO is a tool to approve a development. Two different things.

huh? yes I am aware they are two different things, that's why I asked my question to the forum.
Anyway, found the answer to my question: MTSAs only allow development up to "30 storeys within 200m of a transit station and up to 20 storeys within 200–500m", didn't know it was so limited.

I'm telling you why an MZO is necessary...

The MTSA policy still doesn't prevent the need for a zoning By-law application. It only specifies a maximum automatic permissible height (there's more to an approval than just height which the MTSA policy doesn't cover) and they would still be able to apply for more. The MZO lets them by-pass the city's approval process entirely which is why they are going that route.
