The completion date does not specify when the project will be ready to use (in most cases). It specifies when the entirety of the project is complete and when the site(s) has been demobilized and returned to its final condition.
It wouldn't surprise me if the path was allowed to be used considerably sooner than the completion date, with the remaining months being used to finish things like landscaping.

This trail is taking about as long as a subway project… really sad honestly.

Metrolinx is the primary driver of the delays in this phase. They control the dates available for working over/under their rail corridor, and they are the ones who demanded the tunnel and grossly over-built bridge structure.
They have added considerable time and cost to this project as they do to so many.

October, as I understand it.
And as Northern Light correctly points out above, the factor is entirely trying to coordinate with Metrolinx.

Just to put a timeline forward for Phase 1:
- The EA was completed in December 2016 (7 years 9 months ago)
- EA appeals were rejected in August 2017 (+8 months)
- First drawings for tender completed October 2017 (+2 months)
- Construction starts September 2018 (+11 months); original completion target December 2019 (1 year 3 months)
- New notice issued September 2019 (+1 year); target slips to December 2020 (2 year 3 months)
- New notice issued February 2020 (+5 months); target quoted as "late Fall 2020"
- New web post July 2020 (+5 months); target slips to "end of 2021, pending design, tendering, and construction of [tunnel and bridge]" (3 years 3 months)
- New web post December 2020 (+5 months); target still for end of 2021
- New web post June 2021 (+6 months); construction of bridge / tunnel slated for "Spring 2022"; target slips to "Summer 2022" (3 years ~9 months)
- New web post August 2022 (+1 year 2 months); construction of bridge / tunnel slated for "end of 2022"; target slips to "Spring/Summer 2023" (4 years ~9 months)
- New web post March 2023 (+7 months); construction of bridge / tunnel "scheduled to commence in late February" aka a week or two prior to the post?!; target slips to November 2023 (5 years 2 months)
- New web post November 2023 (+8 months); construction of bridge commences, tunnel segments delivered; target slips "into 2024" (~6 years?)
- New web post June 2024 (+7 months); construction of bridge substantially complete, track closure dates secured for Fall 2024 to facilitate the installation of the tunnel; no completion target given (6+ years)
