It looks like the bus terminal east of Union Station has been finished. 180 Queen Street West has not been started, or may be at foundation stage only. I'm guessing 2004.

aww jeez, too true, too true... it was captioned as 1970's where I found it, but I saw scotia so I just bumped it up to early 90's without inspecting too closely.

It looks like the hole has been dug for the Four Seasons Centre - you can see an orange/brown horizontal strip along Queen which would be the wooden retaining wall and the back of the covered pedestrian walkway, which was well under way by July/August 2003.
By June 2004 it was a busy construction site with a crane at the west end ( which was raised in October 2003 ) and most of the construction at street level, so I don't think it could be that year.
