You pretty much nailed it. Polling shows almost all outside this with <10% calling it downtown, while inside this polled >75%. Only exceptions are Trinity Bellwoods Park and The Annex.


This is Downtown West - from Bathurst to High Park.
Downtown East is from DVP to the Beaches - say Main Street.
Downtown North is Bloor to St. Clair.
Eglinton would be mid-town.

Those aren't downtown-anything.
 
Downtown to me means -annoying gridlock, tons of pedestrians, tons of stores, garbage, fire trucks, ambulances, police- essentially a chaotic area. Queen and Jameson is like that.
 
Not surprised to see the status of the Annex "disputed." It isn't really downtown, but doesn't really quite fit with the north of Dupont neighborhoods either. It's a "center-city" neighborhood but kind of its own thing too.

Bathurst makes for a reasonably firm western boundary for "center-city Toronto." Spadina runs through neighborhoods - so it's weird to have the Annex and Kensington-Chinatown (which overlap) split 50/50. On the east side, the Don River is of course a hard boundary between the "downtown east" and east end, leaving Cabbagetown "central" by default.
