Generally yes but in this case The Esplanade sidewalk contractor was in the middle of properly repairing a utility cut when the Hydro One emergency arose right beside it. They had already excavated 75% of the asphalt and were all set to pour concrete and then had to stop. The excavated part was filled with loose gravel (presumably so nobody fell into it). Hydro One seem to be filling in their excavation so I assume that when they move away The Esplanade sidewalk guys will return and finish off the sidewalk with concrete. The question is now, will anyone properly fix the Hydro One excavation (in the road itself)?When you remove concrete to repair utilities, you need to patch temporarily with asphalt or gravel. The dirt needs to settle, which can take a year.
