Talk to your realtor or to someone like the Manager at the building. I do not think you care if the WATER LOOP is closed (though it probably is); you are concerned about the air so I think that your REAL question is probably "Does the building have central AIR?" (i.e. air being heated/cooled centrally and then pushed into each Unit.)

There are many kinds of heating/cooling system. I live in a condo where each Unit owns its own heat pump. We get hot and cold water from the building that flow through our heat pump but WE heat and cool OUR OWN air with our own heat pump. Heating/cooling systems that have central air are normal in public buildings or offices - less common in residential. You need to talk to your real estate agent and/or the PM of the building you are looking at.

No, we have NO external vents. All of ours are interior. External vents are normally for extractor fans. I can do no more for you.
