The structure is open, but the top 3 levels still close off including the elevators. Lots of bike rack

I remember when that parking garage was originally built. It is worth remembering that several parking lots in the area were closed to make way for the linear park system composed of George Hislop Park, Norman Jewison Park and James Canning Gardens - which was a definite improvement, despite the general lack of maintenance of those parks (a problem that is unfortunately widespread in this city).
