Unsurprising to me. The building has lost some of it's tenents over the past few years and haven't been able to replace them probably due to costly renovation work (utilities) being necessary.

If the building is preserved, the inside must be gutted.
 
Is that a problem? Strip off the gunk and reinterpret the brickwork as a facade.

Clearly I don't see a problem with redeveloping the building. I'm fine with the brickwork being rebuilt as a base providing it also compliments the development. Right now, the design is in the cloud.
