Looking just at those illustrations, they are building on TOP of the existing (former) bank building at the south-east corner of Roncesvalles & Howard Park. I'm assuming they'll have to do some reinforcement of the foundations before they can build up.
Will need more information, but it is an interesting idea.

That's a step down from what was proposed. The former was structurally interesting and expressive - this is like generic 101. The glass box immediate above to "transition" to the rest of the structure tried awfully hard not to be there - and failed.
