The elevated concrete walkways with their concrete walls may be integral to the architect's intent, but they don't function well. The ones close to the building don't invite use by pedestrians because they look like car ramps and are intimidating. The ones around the outside of NP Square cut it...

If they were really worried about vehicle incursions, the effective solution would be to pedestrianize that section of Front and keep vehicles out of there.
