    The office tower isn't going anywhere. I was unable to find the occupancy rate for 2 Bloor West, but Oxford's office portfolio occupancy rate as a whole is 93 percent for 2012.     The plan will likely be modified from the 45 and 54 storey tower proposals to a single tower to free up land for a park. KWT has this one right! It balances the needs of the community with the rights of the developer.

    That may be CF's next move so they can count it as a 'concession' in the approval process. It's like a developer that wants to build at 50 storey tower, so 60 is proposed and 10 is cut off, while someone somewhere pats themselves on the back.
